No Window Hours policy implementation for the unified vehicular volume reduction program (UVVRP) or the Number Coding Scheme has been extended for another six months, according to the Metropolitan Manila Development Authority (MMDA).

The MMDA made the decision upon consultation with the Metro Manila Council (MMC), the agency’s policy-making body, and the Inter-Agency Council on Traffic (I-ACT), which is composed of the Department of Transportation, Land Transportation Office, Land Transportation Franchising and Regulatory Board, and the Philippine National Police- Highway Patrol Group.

The suspension of the UVVRP window hours, which was usually from 10 a.m. to 3 p.m. for those vehicles banned on a certain day of the week depending on the license plate ending digits, has ease the traffic condition along major thoroughfares in Metro Manila.

MMDA General Manager Tim Orbos said the decision to extend the No Window Hours scheme will not result to people buying another vehicle because the extension will only be temporary.

“We do not see motorists resort to buying another car just to avoid the No Window Hours policy. It is just impractical,” he said.

Orbos said it will be taken up and discussed again at the next regular meeting of the MMC, which is made up of the 17 Metro Manila mayors.

With the consensus of the MMC and I-ACT, the five-hour window for the UVVRP has been suspended.

Under the existing UVVRP, the Number Coding Scheme is also expanded to cover all circumferential and radial roads in Metro Manila.

Motorists are banned from roads covered by the scheme between 7:00 a.m. and 8:00 p.m. based on the last digit of their license plate:
  • Monday: 1, 2
  • Tuesday: 3, 4
  • Wednesday: 5, 6
  • Thursday: 7, 8
  • Friday: 9, 0
Roads covered by the expanded traffic scheme are:
  • EDSA
  • C5 Road
  • Makati
  • Las Piñas
  • Mandaluyong
  • Alabang-Zapote Road
  • Recto Avenue
  • Quirino Avenue
  • Araneta Avenue
  • C.P. Garcia Avenue
  • Taft Avenue
  • Ortigas Avenue
  • Quezon Avenue
  • Commonwealth Avenue
  • A. Bonifacio Avenue
  • Rizal Avenue
  • Shaw Boulevard
  • Magsaysay Boulevard
  • Aurora Boulevard
  • Del Pan
